Add PTS End Customers
In PTS v1 the end customer login account is only created when opening a ticket. So that all End Customers can follow the PERT's progress in a a given case it is important that other end customer account can be created and associated with a ticket at any time.
More info, post-PTS Meeting (Note, Resource needs to be re-assessed): Ideally the end-users fields should be expanded so that there are
optional fields for organization, title, country, telephone etc. As noted elsewhere, it should be possible to assign more than one user to a ticket. The operator should be able to do move users between the assigned and unassigned lists in a similar way to how keywords can be added and edited on a Ticket. Ideally, to simplify the matter it should be possible to sort and filter the lists (e.g. only show users with "dfn" in their user-name.
In the same way it is possible to assign and unassign end-users to a ticket, it should be possible to assign and un-assign tickets to a user (the tickets should be listed by number and title).

Developer comments
On „End customers” page add „Add end customer” link and appropriate Action class. End customer form is identical like the editEndCustomer.jsp page. It requires the following changes:
- PreEditEndCustomer? class – privileges handling
- EditEndCustomer? class must be changed – adding new end customer to database
