SimonLeinen added a "Current Status" section in which he
tried to describe the current state of knowledge about the issue.

laptop at ESTEC - using Iperf with appropriate options to make it set
the TCP send-buffer size to a sufficiently high value. For programs
that don't request a larger send-buffer size, TCP transmission rate
will always be limited on Windows XP, because there doesn't seem to be
a system-wide default for the send-buffer size associated with TCP
sockets."
