Today I acquired access to the problematic ESTEC host (FTP only) from Marco. I decided to perform some performance tests from our (CESNET) side of view. Results, packet dumps and trace graph are available at the PERT Tracker site http://beta.dante.org.uk:8080/pert/issue3 .
