BIC (Binary Increase Congestion Control)

This was integrated into the Linux kernel in release 2.6.7, although it was ineffective until 2.6.11.7 due to an implementation error. Default algorithm in current Linux kernels, to be displaced by CUBIC in 2.6.19.
