Enabling OpenRoaming with CAT 2.1+

Starting with version 2.1, the eduroam onboarding toolset (eduroam CAT and eduroam Managed IdP) integrates Passpoint network definitions in general, and OpenRoaming settings in particular, in its standard workflow.
