In the last GeGC meeting there was an action item to refine what a Confederation is for the GeGC.

A proposed definition in a draft ToR that the last GeGC provided as input to the 3rd GeGC is attached:gegc-charter-v2.pdf 

The ToR version was drafted with some previous work from Neil as well as input from many others.

To move things forward, I propose that :

1. the PDF definition is the starting point keeping it short and crisp
2. That an auxiliary supporting document as a FAQ be used to communicate elements that serve to inform things about a confederation
3. Where necessary, we recommend updates to the GeGC ToR PDF attached to fine tune things.
