In the last GeGC meeting there was an action item to refine what a Confederation is for the GeGC.

To move things forward, I propose that :
- the PDF definition is the starting point keeping it short and crisp
- That an auxiliary supporting document as a FAQ be used to communicate elements that serve to inform things about a confederation
- Where necessary, we recommend updates to the GeGC ToR PDF attached to fine tune things.
FAQ Section
Q1. What does it mean to be 'a cohesive set' in the context of a confederation?
Ans: While geography plays a significant role, a cohesive set may be defined by language, culture or other intent that a roaming operator can align with other operators.
e.g. One Regional Operator may geographically be close to confederation but that confederation uses a different core language for all it's operation/curation of the eduroam service

Q2. Does a confederation automatically get representation on the GeGC?
Ans: (to be discussed) Potentially and may be require certain qualities (e.g. number of members or material differences in composition)
Q3. Is there a confederation for commercial entities which have research arms to their organization?
Ans: Not at this time. Any commercial entities regardless of confederation alignment (or not) must abide by the R/O policies and the eduroam Policy Statement.
Q4. When a Regional Operator is voted to be 'in eduroam', must they be part of a confederation or region?
Ans: No, not at this time. They may be on their own by their own choosing. An R/O may desire to join a confederation, but the confederation must accept to represent them as well.
